Primary and secondary containers (e.g., jars, bottles, folding cartons) will continue to account for the largest share of packaging demand through 2024. These containers account for the bulk of unit packaging costs, as they must meet government regulations while also offering aesthetic and performance advantages.

Packaging suppliers will remain competitive by offering containers that can support product differentiation – such as high-quality graphics. Such containers include glass bottles and vials, metal tins, and some niche packaging types such as cloth bags that can be customized based on the producers’ needs.

Strict government regulations requiring specific labeling, child-resistant and tamper-evident caps and closures, and/or opaque and child-resistant exit bags will further boost value gains for cannabis packaging as producers and retailers work to meet ever-changing compliance standards.

Packaging Suppliers Seek to Differentiate Themselves by Offering Special Services and Products

The cannabis packaging industry is primarily comprised of small firms that remain competitive by focusing on strategies that differentiate them from other suppliers, such as offering customization, streamlined packaging and labeling services, and/or eco-friendly products. Offering consultative services – e.g., helping cannabis growers and processors make decisions about branding and container types and designs while also considering compliance restrictions – can be particularly beneficial for maintaining long-term customer relationships and boosting future sales.
