Maine and Colorado to Subsidize E-bike Purchases
Cleveland OH, April 2, 2024 – The US e-bike market has grown dramatically during the last decade and is poised for many more years of strong growth. Governments play an essential role in promoting e-bike use. Numerous European and Asian countries have recorded rapid e-bikes sales growth during the last decade because their governments offered subsidies for e-bike purchases or adopted regulatory changes. To date, the national US government has been less involved in the promotion of e-bikes than counterparts in Europe (e.g., Germany, Netherlands) and Asia (e.g., China, India). However, a number of cities and states have offered e-bike subsidies or adopted other measures, including California, Hawaii, and Atlanta. Cities and states will continue to play an important role in encouraging bike use in the US going forward.
In January 2024, for example Maine announced an e-bike rebate pilot program as part of its effort to “lower the barrier for purchasing e-bikes for lower income persons”. Colorado launched a “statewide e-bike tax credit” on April 1st, 2024. The move is part of Colorado’s efforts to address climate change and reduce emissions from transportation. In the US, initiatives to promote e-bike use from states and cities be particularly important going forward because of limited government efforts at the national level. Subsidies and regulatory changes have a long-term impact on the e-bike market because they attract new riders, increase consumer awareness, encourage operators to upgrade to more capable models, and make e-bikes more affordable. They will also aid the development of the US e-bike industry and attract new foreign suppliers. Freedonia Group’s Gleb Mytko notes that “while per capita e-bike sales in the US are still well below European levels, city and state initiatives such as those in Maine and Colorado will help narrow the gap in years to come”.
